Henning Larsen and RATIO to design the city of Raleigh’s Phase One Civic Campus
The new civic tower will be designed to reflect Raleigh’s stature as a 21st Century City of Innovation, and will support high quality public service and an efficient healthy workplace, in a vibrant, urban, culturally inclusive civic space.
Henning Larsen expands its North American portfolio with the win of Phase One of the Civic Campus in Raleigh, North Carolina. As part of the city’s Strategic Plan, Phase One consists of the East Civic Tower, a city hall which will consolidate city functions and feature public service as well as amenities. The project will be delivered through a uniquely collaborative process with local firm RATIO and the City of Raleigh, and through interactive public engagement.
The Henning Larsen/RATIO team was commissioned on the basis of Henning Larsen’s award-winning global and national portfolio of city halls and civic centers, and RATIO’s local experience and certainty of delivery. Programming and Schematic Design will begin in January 2020.

The architectural design will be led by Henning Larsen (New York) and delivered by RATIO (Raleigh). The team will be supported by exceptionally qualified individuals from North Carolina firms and Women and Minority owned businesses, including: Lynch Mykins for Structural Engineering; Barrett Woodyard Associates for Mechanical, Electrical, Plumbing and Controls; Lerch Bates for Vertical Transportation; Carolina Specialty Engineering for Code Consulting; FX Design Group for TV Studio Design; SM&W for Acoustics, Audiovisual, IT and Security; F&R for Geotechnical; SEPI for Site/Civil Engineering; MBP for Cost Consultancy, Scheduling Services, and LEED Commissioning; and, Davenport for Traffic Engineering.
Henning Larsen’s award-winning portfolio showcases, among other project types, expertise in city halls and civic buildings. Most recently, the office completed Kiruna City Hall in northern Sweden, the Eystur Town Hall in the Faroe Islands; current civic works in design and under construction include the Etobicoke Civic Center in Canada, Uppsala City Hall in Sweden, and the New Public Service Building in Minneapolis, Minnesota. Founded in 1959, the office is headquartered in Copenhagen and has offices in New York, Munich, Hong Kong, Oslo, and the Faroe Islands.
RATIO is an award-winning design firm with studios in Indianapolis, Champaign, Raleigh, Chicago and Denver, offering services in architecture, preservation, interior design, landscape architecture, urban design, and graphic design.
