The concept of the plan is to expand the city and its expression and street system into the harbour area. The structural plan operates with the local area development plan requirements for large, open spaces as well as smaller, more intimate street and space systems.
The vicinity of the water has been utilized optimally and integrated everywhere possible with views and recreational potential. To the east large building volumes for mixed-use are incorporated to compliment the industrial buildings and silos of the past. Towards the west the theme taken from historic Odense and the low town houses and streets is pursued further.
